Japan's JPYC stablecoin reaches one quarter of circulation target in first year
JPYC, Japan's premier yen stablecoin, has underperformed expectations during its initial year, achieving only a quarter of its intended circulation target.
As of October 23, only 3.2 billion yen was in circulation, contrasting with a cumulative issuance of 12.1 billion yen. CEO Noritaka Okabe stated in an interview with NADA NEWS, "Frankly, I don’t think it’s growing."
Okabe attributed the subdued uptake partly to a 1 million yen per-transaction cap imposed by Japan's Type II funds transfer providers, noting this has impeded corporate adoption.
This weak circulation figure stands in contrast to the stablecoin's development of several key partnerships, including AZ-COM Maruwa, SBJ Bank, and LINE NEXT.
The mechanism of JPYC involves backing by Japanese government bonds and bank deposits, meaning lower circulation translates directly to reduced potential interest income for the issuer.
Circulation briefly reached 4.2 billion yen in September following a listing on the South Korean exchange Upbit, which spurred arbitrage activity and pushed the price above 1 yen.
Despite these constraints, Okabe aims for a tenfold increase in circulation in the second year. Furthermore, the Financial Services Agency is currently reviewing stablecoin regulations, with a roadmap anticipated in early 2027.
The institutional landscape is seeing continued development, with AZ-COM Maruwa forging an alliance in July to support payments for approximately 2,300 business partners.
These developments underscore the ongoing tension between regulatory constraints on transaction volume and the increasing integration of stable assets into established corporate and financial ecosystems.
Why it matters
This case highlights the friction between stablecoin utility and existing regulatory frameworks in established markets. The reliance on specific transactional caps directly impacts the adoption curve for DeFi primitives within a regulated environment. Readers should watch the upcoming roadmap from Japan's Financial Services Agency for further clarity on stablecoin operations.
