Binance restricts Brazilian users from new loans, margin ahead of Oct 30 licensing deadline
Binance submitted an application to Brazil's central bank last Friday, October 23, seeking authorization to continue offering crypto services within the nation.
This submission came just before an October 30 deadline. Consequently, Brazilian users experienced restricted access to eight specific products and 22 tokens starting on Tuesday.
The restrictions, detailed in a Binance statement, involved users being unable to initiate new positions in eight services as of October 27. These products include Loans, Binance Pool, Cloud Mining, Margin, Launchpool, Megadrop, HODLer Airdrops, and Alpha 2.0.
For existing holdings, users could only settle outstanding loans, which could be repaid without penalties, while current margin positions could remain open but could not be augmented. Furthermore, 22 tokens, such as USDE, USTC, MANTRA, GMT, and STORJ, were delisted for the Brazilian user base.
Thiago Sarandy, Binance's general manager in Brazil, indicated that the firm intends to reinstate the pulled products for Brazilian users soon, aiming to grant them the same global opportunities, and is relying on ongoing discussions with the BCB to achieve this.
The regulatory context is set by Resolution BCB 520 and Normative Instruction 704, which establishes October 30 as the final day for existing crypto companies in Brazil to apply to remain operational while their requests are under review.
These developments reflect a broader trend where market participants and institutions globally are facing increased scrutiny regarding regulatory compliance, as evidenced by European regulators questioning Binance's use of the reverse solicitation exemption in the EU.
Why it matters
This situation highlights the increasing regulatory pressure on major centralized exchanges operating in jurisdictions like Brazil. The exchange's actions reflect the complex interplay between global DeFi access and local compliance requirements, which impacts how users interact with crypto services.
